Mahoning Youngstown Community Action Partnership is seeking the following contractors interested in work by subcontract under the Home Weatherization Assistance Program (HWAP).
- Electrical
- HVAC
- Insulation
- Plumbing
- Roofing
Interested contractors must show proof of insurance, bonding, independent BWC coverage, EPA LEAD firm certification form, state license when necessary and ownership of appropriate equipment. Contractors must be willing to complete, and pass required training (if applicable), hold appropriate certifications and follow a Schedule A pricing list.
Minority Business Enterprises and EDGE businesses will be offered full opportunity to submit proposals and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration of any contract.

MYCAP ANNOUNCES NEW PROGRAM
Emergency Home Services Program
MYCAP has received funding from Mahoning County Job and Family Services and will continue accepting applications beginning January 1, 2023 through August 31, 2023.
The funding will provide Mahoning County residents that qualify a stove, refrigerator, washer, dryer, bedding, and/or a crib.
Applications may be picked up at the MYCAP office, 1325 Fifth Ave, Youngstown. The envelope will be labeled “Emergency Home Services”. Complete the application, follow instructions and insert required documentation so the process is not delayed. You may drop off the application (use same envelope) in the mailbox located outside the office door.
To qualify you must meet the following criteria
- Meet the 200% of the Poverty Income Guidelines.
- Must be employed, or at risk of losing current employment through no fault of your own.
- Must be a U.S. citizen.
- Must have a minor child living in the household, child(ren) must be attending school or the equivalent (i.e. homeschooling).
- If single, a pregnant mom qualifies.

What Weatherization Means to Mahoning County Residents
There are truly residents in need of our services that without these their living conditions would be unsafe and/or unhealthy. So, we know when talking with the customers during the initial and final inspections of their weatherization jobs, the health and safety, and air leakage problems would not be addressed if not for weatherization services. Especially that of senior residents as they live on limited incomes. Our services, such as furnace repair or replacement, hot water tanks, insulation, and updating electrical panels are services that help eases the energy burdens of our community with the hopes other monthly expenses can be met. So, what is rewarding to us is the appreciation of those we help.
(Energy Conservation Measures are determined by the inspectors based on what is required at each individual home)
